SPK Housing Withdrawal


Members must be 40 years old or above to be eligible for the SPK Housing Withdrawal.

Each member is allowed one (1) withdrawal only between the ages of 40 to 59. 

Purpose of Withdrawal

This withdrawal is solely for the following purpose:

  • Purchasing a house
  • Building a house
  • Repayment of a housing loan
  • Renovation or repairing of a house

Method of Payment

All approved payment will be made directly to the contractor, developer, bank, or relevant government agency via direct bank transfer. No cash or cheque payments will be issued.

Document Submission

All required documents must be submitted online in full to facilitate smooth processing of the withdrawal application.

Amount

up to 50% of the Member Account balance during application

 Building A House 

​Documents Required

  • Copy of member's Identity Card.

  • Contractor or developer payment information (copy of identity card and bank statement).

  • Copy of the construction agreement (with stamp duty certificate).

  • Copy of loan agreement from bank or Treasury Department.

  • Copy of Company Registration License 16 & 17 or Certificate of Incorporation of contractor or developer.

  • Copy of land grant under member's name or house position plan.

Additional Documents Required (effective 1st December 2025):

  • A valid Builder's License from Authority on Building Control and Construction Industry (ABCi).

  • Confirmation from the Land Department for Transfer of Ownership is in progress or  Power of Attorney (POA) if the land is not under member's name.

  • Submitting the image of the house under application.

 Buying A House 

​Documents Required

  • Copy of member's Identity Card.

  • Contractor or developer payment information (copy of identity card and bank statement).

  • Copy of land grant.

  • Copy of the Sale and Purchase Agreement (with stamp duty certificate).

  • Copy of Company Registration License 16 & 17 or Certificate of Incorporation of contractor or developer.

  • Copy of loan agreement from bank or Treasury Department​.

Additional Documents Required (effective 1st December 2025):

  • Confirmation from Land Department for Transfer of Ownership in progress or Power of Attorney if the Land is not under Member’s name.

  • Submitting the image of the house under application.

Home Renovation & Repairs 

​Documents Required 

  • Copy of member's Identity Card.

  • Contractor or developer's payment information (copy of identity card and bank statement).

  • Renovation Agreement (with stamp duty) - available below

  • Copy of Company Registration License 16 & 17 or Certificate of Incorporation of Contractor or Developer.

Additional Documents Required (effective 1st December 2025): 
Withdrawal applications are required to be submitted BEFORE any renovation works commence.

  • Valid Builder's License from Authority on Building Control and Construction Industry (ABCi).

  • Building Works Checklist for Private Residential Buildings form that has been certified by ABCi - available below

  • Photos before renovation works confirmed by member and contractor.

  • Statutory Declaration from contractor (with Stamp Duty Certificate) - available below.

  • Consent form from the member to allow TAP to visit renovation site - available below.

  • To appoint a Quantity Surveyor (QS) for renovation works BND10,000.00 and above, OR if ABCi considers the renovations as significant work.

 Note:   Payment will only be made based on the amount requested or according to withdrawal eligibility (whichever is lower) AFTER the renovation work is completed and verification has been done.
