Submitting the required documentation to verify your status as a self-employed individual is essential to be formally recognized as a Verified SPK Self-Employed Member.
Documents Verified
Benefits of Verification:
- Verified SPK Self-Employed Members can contribute to both the SPK Member Account and the SPK Retirement Account.
- They are eligible to receive the Government Match-Up contribution.
- They benefit from:
- Pre-retirement savings through the SPK Member Account.
- SPK Annuity payments from the SPK Retirement Account during retirement.
Documents Unverified
If Not Verified:
- Contributions will be credited only to the SPK Member Account.
- The Member will not receive the Government Match-Up contribution.
- The Member will only be eligible for benefits from the SPK Member Account

Type of Self-Employment
Proof of Document(s)
Runners / Driver / Taxi
- Proof of registration to licensed digital platform businesses or services.
- Proof of business transaction, or job completion records for freelance.
- Driving License from the Land Transport Department.
Online Sellers
Registration certificate from ROCBN (Registry of Companies and Business Names Division).
Farmers
- Proof of documents from Agriculture and Agrifood Department – for farmer.
- Certification from Ministry of Primary Resources & Tourism (MPRT).
Fishermen
Proof of documents such as license/permit from Department of Fisheries (Fisheries Order, 2009).
Stall / Tamu / Market Vendors
Contract and/or receipt of payment of rental space (stall / tamu / market).
Tour Guide
Certification from Ministry of Primary Resources & Tourism (MPRT).
Tutor
A Certificate of Registration of Educational Institution from the Private Education Section, from the Ministry of Education (MoE).
Daycare Operators
A valid Daycare License issued by the Ministry of Culture Youth and Sports.
Insurance Agents
- Proof of registration as agents under Brunei Darussalam Central Bank (BDCB).
- Certification from Insurance Agency i.e Brunei Insurance & Takaful Association (BITA).
Alternative documentation
Self-employed individuals who do not possess the standard verification documents can submit a Registration Certificate from the ROCBN (Registry of Companies and Business Names Division). This certificate will be accepted as the minimum requirement for verification.
Note:
If a SPK Self-Employed Member’s verification document expires:
The Member will no longer be eligible for the Government Match-Up contribution.
Any contributions made will be treated as voluntary contributions and credited only to the SPK Member Account.
The Member will not receive contributions into the SPK Retirement Account.
It is important to renew the verification document promptly to:
- Continue receiving the Match-up benefit.
- Maintain a consistent productivity period, which directly impact the SPK Annuity calculation at retirement.
